Anyone see any data on what the quantities were in the late 80's? I assume still considerably higher, but curious on the comparison.

1987 through 1991, probably 5 to 10 times as much were printed for each base card. Minimum.

Conversely, the print runs for base Topps are much higher in recent years than they were around 2006-2016, in between when GU cards oversaturated the market and went cold without a good follow-up that appealed to casual collectors and the rise of popular base RCs and case breaks leading into the pandemic which caused people to look for hobbies that they could do from the house. The recession thrown in the middle of that low period didn't help.
